Frame
"If these NuTypes are the future of Humanity, then Frames are the future of Warfare. Free of the constraints that have plagued soldiers before, free of doubt, of mixed loyalties, free of emotions of any kind. Programmed to follow the oath, with a cold logic, we have always tried to brutalize a fresh-faced farm hand from bum fuck nowhere. They won't ask why, or how high, when told to jump, they'll just do it. No scandal, no discipline issues, they are bloodless solider in every sense." - General Michael Fuchs, US Military, Third Crisis
Initially invented during the Second Crisis, a Frame is a robotic skeletal structure on which one can build a greater robotic minion in the shape of a humanoid person. Hence, the name Frame, often a Frame will be covered in armor and traditional solider kit. At the same time, their interior skeleton is frequently protected, allowing them to pass as normal soldiers; indeed, this is one of the ways that the CCP and Russian Federation managed to build their forces before the Awakening of Rasputin, which led to the OMNI revolt.
NATO's development of counter-drone soldiers, led by the US military's own drone program, built their own frames on an independent, self-thinking, and self-adapting combat programming; this virtual intelligence device allowed for their own frames to be built free of OMNI's influence. This model is what currently passes amongst the world especially amongst the advanced European Union where combat frames make up nearly 40% of their combat strength at the moment though it is believed by the end of the decade that that will reach near 80% especially with the trends of pacifism that is present within the AEU.
OMNI's Frames are incredibly more intelligent in terms of tactical awareness as they are linked together and working as a Gestalt entity. Able to react and counter with Lighting attack speed, attacking a unit instantly has every unit aware of the danger and able to pinpoint where an attacker is. Ambushes quickly turn into violent stalemates, as the first losses of OMNI frames serve only to help pinpoint threats rather than break cohesion or cause confusion.
Non-OMNI frames, those based on the NATO forces' drone program, are often criticized for being little more than clunkers. Human operators are still required to generate anything more than a delayed reaction as the process finds the best program runs its success and modifies it before acting. Often a Human soldier gives the Frames under their control a degree of personality and spontaneity.
The first frames were built out of metal with wires and various hydraulics haphazardly stacked around, allowing the Frame to move and facilitating the use of standard infantry firearms. This combination gave rise to the combat Frame, which enabled them to engage with Kaiju and minor threats, bringing them to the forefront. One of the dangers from these creatures is the toxic or caustic effects of the deep-sea marine life that accompanied the Kaiju incursion. With real soldiers in danger oftentimes combat frames were a suitable alternative and a way to alleviate losses without new types frames offered a stronger soldier on the front lines with a commanding officer often being a normal person allowing them to give orders or dictate commands to an operator controlling frames much in the same way that drone operators operated before the expansion of frames.
Frames are often considered drone warfare, though they are more like independent soldiers and unlike more conventional drones or lingering ordinance in any field, frames can frequently be deployed to defensive sectors, deactivated, and when an alarm is given, activate and come out ready to fight. Creating an Ambush or creating what appears to be a soft front until several platoons of soldiers rush out of a storage container marked 'Potatoes'.
Combat Frames aren't traditionally thought of as the cure-all solution for the modern battlefield, just like autonomous combat weapons aren't. However, in a world where the population is scarce, and the military is hesitant to enforce a draft, a Frame becomes a suitable alternative. There is often little political outcry for deploying a significant number of frames to a combat zone, and indeed, many times, drones are equipped with less-than-lethal munitions that allow them to take prisoners that otherwise would be dangerous for regular troops to deploy with. Many police forces utilize Frames as their special weapons and tactics forces, as the Frames require little training and often offer less lethal solutions to many problems. They possess strength greater than that of normal humans, yet are less than a new type of solution to a potentially deadly situation.
Utility
Frames are generally constructed to be as cheap as possible in terms of manufacturing. A recent trend is to save on expensive alloys and use a combination of ceramics, resin, carbon nanotube construction with rubber and plastics for non-structural parts. Allowing for a durable, lightweight soldier who can be easily produced and shipped. This also allows for easy replacement of broken parts, which can be easily salvaged from units that are too badly damaged in critical ways, allowing a force to easily cannibalize itself with minimal combat strength lost.
These construction choices come from a desire to combat the usually issues that plague CORES, such as; easily detectable because of the magnetic resonance of alloy, the sonic vibrations of the heavy weapons platform, during the Bush Wars of Central Africa many metal Frames were easily countered by landmines that required pressure over 400 pounds something the Human forces were able to easily be under, for a variety of reasons, while the heavy Metal Soldiers were not, leading to a common practice of hostile forces retreating over their minefields where the Frame would destroy themselves having their logic tell them that there were no mines as no force would mine their retreat.
Even made of lightweight material, the servos and hydraulics allow a Frame to easily lift more than an Olympic lifter and run faster than an Olympic sprinter and for longer distances. Easily able to carry the modern equipment of any profession, however, as the non-OMNI are only as smart as their programming, they are often in need of a controller. This requires an open wireless connection, which is often seen as a major issue. Non-OMNI frames often attempt to ape the complex nature of OMNI Frames by linking to a central computer core with a human operator, allowing them to have a greater degree of awareness and react more creatively. However, this requires a great deal of computer power and electronics to achieve.
Modern frames are often used from everything from construction at least in dangerous jobs or hazardous sites depending on unions and laws, well combat frames see themselves deployed in usually encounters as support or in the least likely of cases as some type of backup or support unit.
Japan famously uses for general police work as well as military functions, famously the electric detective force of Tokyo. The success of the department has led many countries to embrace using frames for civilian law enforcement as the frames are generally safer than the emotional reactions that can occur with normal officers though there is a hesitance to fully accept a robotic military force and robotic police force in many countries as the idea that you can remove humanity to have a safe humanity has unfortunately strange connotations and connections to OMNI.
OMNI itself uses new types for law enforcement, studies at the OMNI University show that a police a community is better served by a person that a community can build better when it's law enforcement and general Petty crimes are handled with the care of a human that is capable of molding with his fellows. Though OMNI reports having almost zero crime, many do not see their studies as anything other than propaganda, no matter how scrutinized they may claim they are within their academic circles.
Pacifica employees electric detectives for its crime scene investigators as a way to keep the labs open for more serious operations as well as provide officers and detectives with up to minute information they are in the field rather than having them wait for a backlog to clear them.

Police Commissioner Pravin Lal also does not believe that Frames make good police officers but make good police assistance handling jobs that oftentimes require officers attentions and demanding focus on menial repetition such as traffic citation cross guard and code enforcement that real officers real being synonymous with people are better served handling cases that require interaction with people Petty crimes from theft to more serious crimes of murder.
Coalition military forces have frames dictated into special military formations these are only to be deployed in times of War believing that combat frames are then themselves a weapon of War having seen firsthand that they show little to no mercy give a predator drone a gun and allow it to do breach and clears, and you will see the true shape of how horrible War has become is often quoted saying to the coalition soldier.
Mini corporate entities that manufacture frames oftentimes use their own security force to be combat frames or to be some type of them, a way to demonstrate and showcase their technology in a way that allows them to do free advertising as well as provide a cheap alternative to security.

Manufacturing
MetArmoury is currently at the forefront of Frame manufacturing outside the OSSI. AEU has a soldier problem; generally, the European feeling is that of diplomatic and passivity first, not surprising given both ancient history and recent events. To some, there is a significant criticism of the AEU's military organization chart's over-reliance on frames. Proponents argue that this has led them to find a better Frame, as they have fixed many of the problems that some consider deadly flaws in Frames' combat. MetArmoury Frames are advanced light-weight composites free of ferrous metals, able to absorb heat and EMP without slowing down. While these benefits are greatly appreciated, this has made them extremely expensive; however, if you want the best, you have to pay for it.
OMNI Frame manufacturing is complex and vast, but they spend more time deploying GEARs than they do deploying Frames. While Frames make up a critical backbone of the OSSI military efforts, it is GEARs that make up the most.
Morgan Enterprises INC. produces the most affordable frames on the market, and while the Frames have a stiff and awkward movement, they can still function as frontline troops and often with dazzling results in mass wave tactics.
The URF had a ban on robotic development, especially on soldier drones like Frames, in place for the longest time; however, the new Czar has repealed much of these old laws, and there is now a boom in the industrial manufacturing of Frames. Which has created a 'move fast and break conventions' and 'just try it' mentallity among many of the Collect of Agencies for Strategies and Technologies, which is currently tripping over itself to earn the Imperial Commission.

Access & Availability
Frames are generally considered Military Weapons, regardless of their function, and many nations have strong legal codes in place to prevent them from falling into civilian hands.
Most law enforcement entities are part of Military or national defense structures, even the few frames used are more seen as weapons rather than being helpful robot friends.
