The Directing Oligarchy of the Free City of Greyhawk is the ruling council that governs the city-state of Greyhawk, one of the largest and most influential urban centers in the world. Unlike monarchies or theocracies, Greyhawk is governed by a pragmatic, secular oligarchy composed of powerful and influential individuals drawn from various sectors of society.
