Directing Oligarchy of Greyhawk

The Directing Oligarchy is composed of twelve to eighteen members, though the exact number can vary. These members are known as Directors, and they represent the city’s most important economic, military, magical, and political interests. While many are drawn from the nobility, the Oligarchy is not strictly hereditary—wealth, influence, and strategic value to the city are the real keys to membership.

Membership includes:

• Guildmasters of the most powerful trade and mercantile organizations.
• Military commanders such as the Captain General of the Watch and leaders of the city’s standing forces.
• Magical representatives, typically from the Guild of Wizardry or powerful private circles.
• Prominent nobles and merchants, often those who control shipping, banking, or key real estate.
• Clerical voices, although rarely dominant, can also be included—particularly from politically neutral or widely respected faiths.

One seat is always reserved for the Lord Mayor of Greyhawk, who serves as both the public face of the government and its executive authority. The Lord Mayor is chosen from among the Directors, usually by internal vote, and serves a renewable term, effectively acting as first among equals.

The Directing Oligarchy has endured for generations, outlasting wars, plagues, and magical disasters. It embodies the spirit of Greyhawk itself—independent, opportunistic, and unbound by rigid ideology. Its leaders are not chosen by divine right or popular vote, but by their ability to navigate power, wealth, and influence in one of the world’s most dynamic cities.

The Oligarchy controls nearly all aspects of civic life, including:
