Gøran Lybeck
Gøran Lybeck is the current reeve of Rakama Town.

Personal history
Born on Earth in 2091, he (and his family) emigrated to Kanaloa in 2102. His parents were employees of HMWS AG who had been contracted by the Antonia Group to construct power infrastructure for Silver City. At 16, he joined the Silver City Constabulary where he proved a tough but fair police officer. In 2119, he abruptly resigned and organized a small private security firm. They were often contracted by top management of Marquez Manufacturing of Davao and other megacorporations for ethically questionable, off-the-books jobs.
It was during one of this expeditions that the contractors found themselves on Rakama during an outbreak of the Machine Plague in 2127. Their transport was rendered inoperable and 2 of 8 members of the team died, with 3 others (including Lybeck himself) surviving infection despite being previously exposed. The surviving members of the team decided to stay on the island rather than finance the repairs to their transport.
As an outsider, Lybeck was increasingly asked by the leading families of the town to settle internal disputes leading to his being 'appointed' reeve for life in 2129, a position he continues to hold.
