City of the Fallen
If there is a misfortune that can befall a city, it has happened to this wretched place. Argesh used to be a shining metropolis that was surpassed only by the glorious capital. All manner of goods entered the port city by ship or by the Imperial Highway, the city was able to sustain itself on ample farmland, and the weather was considered the best in the entire empire. However, when the great calamities struck the empire in its twilight years, Argesh seemed to be hit harder than most.
The twilight years of the empire brought unrest and turmoil aplenty, but the western edge of the empire was wracked by a series of calamities ranging from volcanic eruptions to cyclones. While Argesh was spared those, the city was all but destroyed in a series of earthquakes and tidal waves. The recovery period was going to be a long one anyway, but the situation was exacerbated by the Dinar River flooding so completely that its direction changed. This couple with the tsunamis virtually turned what useful farm land the city did have into fetid marshes, salt flats and swamps. Famine, hunger, and disease were rampant, and the city never truly recovered.
Centuries later, a new Argesh has been built on the old, but it is a pale shadow of its former self. None of the splendor and prosperity remains. It has been replaced by seedy criminals, greedy opportunists, and desperate people who have no other option but try to eek out a living in the ramshackle streets of New Argesh. No matter what faction people belong to, all must pay homage to the mysterious Duke who is the self-proclaimed ruler of the city.
Demographics
The plurality of the people are human, and the smallest racial grouping is elves (apart from drow). However, a collection of races from across the continent can be found here including, dwarves, half-orcs, drow, halflings, and even duergar. There are also rumors that yuan-ti are making their home there.
Government
There isn't much government control in the city. The various wards of the city are in command of various criminal guilds, warlords, and crime bosses. These groups are nominally under the command of a mysterious figure called "The Duke."
Defences
The Twilight's Hammer handle most in house disputes, but for the most part, the city is not defended by a central organization. Each ward handles its own matters. A far as fortifications are concerned, the city is surrounded by a crumbling wall, and Swampguard Keep overlooks the seaside.
Industry & Trade
Some trading happens at the marketplace, though the whole city acts as one big black market. If another nation has a proscription against a particular good, it can usually be found in this city...for the right price, of course.
Since various thieves' guilds and mercenary companies are active in this city, all manner of services are for hire ranging from simple guard duty to assassinations.

Architecture
The older buildings represent the height of imperial architecture, though much of it is in disrepair. Many of the newer buildings are of haphazard make.
Geography
Much of the lower wards and dockside areas are flooded and in bad repair. One section of the city has been completely submerged forming a swamp. In addition, the surrounding areas have slowly transformed over the years into marshes and salt flats. As a result, the amount of arable land has been drastically reduced, so much of the food for the city has to be imported.
