Other than his grandfather Leopold I. "Der Friedvolle" and father Theobald III. saw the elves as a danger for the human species, since their lifespans are far longer than those of humans and thus they can become a force to recon with before the century is over.
This in mind he attacked the then Duchy of Vaenion and quickly conquered most of the territory. To prevent his biggest fear become a reality he accused the elves of manipulating Heinrichs predecessors into peace so they can plot their ascendance and enslave all humans. If this was what he truly believed or just an excuse to start a war is disputed under historians.
After he had a firm grasp of the north east of the continent he started to establish hunting squads to kill of every elf they could find. Later extending the progenomes to other non-human races.
When the third prince Folduin va Vaenyrael organized an uprising against Heinrichs brutal regime, the emperor had him executed after winning the decisive battle together with other members of the median and lower nobility, thus annihilating the royal House Vaenyrael. Although this did nothing to dissuade the elves from taking up arms against him.
He was later killed in an ambush laid by the remaining elven houses.
