Lokar
Lokar, located along the Dragon's Tail, became the capital city of the Ancient Empire after the Wyrmstar struck the original capital city on the southern continent of Rabarri. Lokar, originally a simple fishing village, grew exponentially over time into the great metropolis it had become by the final days of the Empire, when the Eternal Rain flooded the Dragon's Tail, turning the region into the Sea of Sorrows. It was at that time that Lokar was relocated to its current location, built from the ground up along the newly formed coastline. But its foundation along a continuing rising sea was not secure, and the modern city of Lokar has been sinking slowly into the Sea of Sorrows over the last 3,000 years.
Government
Lokar is the home of the Primarch, the head of the First Church of the Celestial, who also oversees the city government, comprised mailnly of Guild Lords.
The primarch of Lokar is both the city's governor and the spiritual leader of the entire Church. Primarch's are elected from church leaders, and are elected for life. The Church leaders elect leaders from each of the 6 recognized paths on a rotating basis. The current primarch, His Holiness Diobel Kortez, was elected from the Path of the Moon.

History
9890 AE – After the Wyrmstar strikes the seat of the Empire on the southern continent of Rabarri, killing the human emperor, Nathis, Mykalus, leader of the elves, becomes the new emperor, moving the capital to Lokar and establishing an elven dynasty.
7800 AE – Empress Shelara declares The Church of Celestial Bodies the official religion of the empire. The name will later transition to The First Church of the Celestial. Lokar becomes the heart of the Church, and becomes known as the "Sacred City."
5500 AE – Dolgrin the Seeker, having successfully recovered the Wyrmstar on the continent of Rabarri, returns to the capital of Lokar to present the infamous artifact to the emperor. In the presence of the emperor, the alien object enacts a final curse, emitting a deadly plague that kills Emperor Arandolan and the entire royal family, as well as most of the populace of Lokar. The Mykalian Dynasty comes to an end.
5499 AE – Due to their natural immunity to the “red wilting,” the wyrwood take succession of the emperor’s throne for the first time in the history of the empire. For years Lokar will be primarily populated by the wyrwood governing class.
5300 AE – The majority of the wyrwood have been killed in the revolution known as The Culling. The human General Erodel deposes the wyrwood emperor, Abroshtar, who goes into exile, and declares himself the new emperor, beginning the Sun Dynasty. Lokar remains the capitol of the Empire.
25 AE – In first year of the reign of Emperor Thyatis, a ceaseless rain begins falling upon the lands of the Empire. The valley surrounding the Abicene mountains, where Lokar is located, begin to flood.
15 AE – “The Eternal Rain” has lasted ten years, decimating crops and completely submerging the imperial palace. Emperor Thyatis is forced to move the capital of Lokar to higher ground on the island of Abicene. Though initially called "New Lokar," the "New" is soon dropped, as the old city is forgotten beneath the waves of the Sea of Sorrows.
0 AE – After years of revolt on the part of the people, including his own sons, Anorus and Alerus, Emperor Thyatis is deposed and goes into exile with those noble houses still loyal to him. The Ancient Empire ends. Lokar is in turmoil as factions battle over the city.
1 CE – After deposing his father, Thyatis, Alerus becomes the Emperor of the new Western Empire. His brother Anorus sails east to unknown lands to found the Eastern Empire. Thyatis claims the vast stretches of land directly to the east of the empire’s original borders, declaring it the Thyatis Empire, sometimes known as the Middle Empire. Alerus maintains Lokar as his Empire's seat.
305 CE – The Western Empire crumbles with the death of Emperor Rodalt. His heirs manage to maintain a sizeable holding of land through force of arms, founding the nation of Rodalt. The First Church of the Celestial takes control of Lokar, declaring the Primarch as governor of the city. Because of the Church's power, all other warring factions respect this, and the Sacred City remains relatively unscathed in the battles of succession that follow throughout the continent of Aleria.
3563 CE - An earthquake rocks Lokar, devastating the section of the city that will come to be known as “the Drop.”
3582 CE – The Insurrection of the Scions of Anubhak in Lokar is defeated by the city’s Serfs and Seekers.
3583 CE - Primarch Kortez ends the practice of indentured servitude in Lokar. The Rose Street Killer is defeated and revealed to be Wendel Arden by a team of Seekers.
3586 CE - Seekers recover the Inheritor’s Clasp and deliver it to the Seeker headquarters in Lokar.
Geography
Lokar is called the "Sacred City," but those who live there frequently refer to it as the "Sodden City," It lies on the island of Abicene,. Lokar was moved to higher ground in 15 AE during the "Eternal Rain." The original city is now completely submerged, and referred to as the "Sunken City." Abicene Island was once the highest peak of the Abicene Mountains, but the valley surrounding it was completely submerged in the 15 years of the Eternal Rain forming the Sea of Sorrows.
