Primarch Diobel Kortez
The primarch of Lokar is both the city's governor and the spiritual leader of the entire Church. Primarch's are elected from church leaders, and are elected for life. The Church leaders elect leaders from each of the 6 recognized paths on a rotating basis. The current primarch, His Holiness Diobel Kortez, was elected from the Path of the Moon.
In 3583 CE, after the Uprising of the Scions of Anubhak was defeated, Primarch Kortez agreed, at the insistence of a coalition made up of a half-elven cleric of the Green named Wendel Arden, House Starstone, a powerful merchant house, and Ambrose Varis, High Captain of the Seekers, that in honor of the service in the city's hour of need of the city's indentured servants, he would end the practice of indentured servitude, cancelling all of their debts and abolishing the debtors prisons. This act had deep economic consequences, sending the city into a turmoil, including deadly riots, and it has taken months for some semblance of normalcy to return to Lokar. Many of the freed debtors left Lokar to seek their fortunes elsewhere, but many more stayed. However, without the benefit of the home or job provided by their landlords, the streets of Lokar are now littered with beggars and the homeless.
