The Council of Voices was formed by the Concord of Stonehall, intended as a safeguard against the endless wars that once plagued the land. From its inception, the Council became the heart of Gorthoria’s governance, where disputes were settled and alliances forged not by blades but by words.
History.
At first, the Council was a loose gathering of envoys, meeting only during times of crisis. Over the centuries, however, it evolved into a permanent institution, with chambers built in the capital, Veloria, and protocols established to regulate debate, voting, and representation. The Council has endured rebellions, invasions, and political intrigue, but it remains the most enduring achievement of the Concord, a symbol of compromise and shared rule.
Elections.
Council seats are not hereditary by law, but representation is tied to communities, clans, and cities across Gorthoria. Each race is allotted seats proportional to its population and historical significance, and every few years, local assemblies choose their representatives through public debates and votes. While elections are intended to be free of corruption, wealthy families and influential guilds often wield considerable sway.

- Orcs: The Bloodtusk Clan, once warlords, now pride themselves on representing orcish strength through honorable negotiation rather than conquest.
- Dwarves: The Ironbeard lineage has maintained influence in matters of trade, mining rights, and the safeguarding of Stonehall itself.
Though many smaller families and independents also hold seats, these prominent names carry centuries of reputation, making them some of the most powerful voices in Gorthoria’s political sphere.
