Concords of Stonehall
The Concord of Stonehall is the legendary founding document of Gorthoria, drafted nearly four centuries ago in the underground halls of the neutral fortress-city of Stonehall. It was signed by human kings, orc chieftains, elven high elders, and dwarven thanes after decades of relentless war had brought all peoples to the brink of ruin.
The Concord established The Council of Voices a governing body where each race and community was guaranteed representation and the right to speak in matters of law, trade, and war. Its principles emphasized dialogue over bloodshed, equality of peoples, and the preservation of cultural identity under a shared banner.
More than just law, the Concord became a symbol of unity. Copies of the document are preserved in every major city, and its preamble is still recited at the opening of each council session. Though challenged by extremists and strained in times of crisis, the Concord remains the cornerstone of Gorthoria’s stability—a fragile promise that peace, once forged, can endure through cooperation.
