The Charter of the Frozen Court

The Charter of the Frozen Court is a magical legislative text which binds all Undead within the boundaries of the Ashenrime Isle to a certain set of expectations, values and behaviours. The Charter was created after several Higher Undead began a territory war which almost resulted in the destruction of the Isle itself, and threatened to remove one of the few safe spaces that Higher Undead could reside without persecution from Mortal hunters. Under the guidance of an unknown power, two particularly powerful Higher Undead joined forces to unite the warring Undead clans and destroy those who sought to fully consume the Isle. These two powerful Undead were each assisted by two Generals and four Captains, and these powerful entities eventually became the first Dukes, Earls, and Barons of the Frozen Court.

With the creation of the Charter, Ashenrime Isle once more because a place where Sentient Undead could find safe refuge, living quietly alongside the Mortals of the Isle without fear of being persecuted. All Undead that come to or are "born" on the Isle must abide by the rules set within the Charter, or risk being eliminated by their own kind. The Charter itself acts as something of a warning system to "mindless Undead activity", using the magic imbued within to monitor Undead within the Isle and alert the Keeper of the Charter to any discrepancies.

The current Keeper of the Charter is a Greater Wight by the name of Erodar Wynterstorm.

Purpose

The Charter of the Frozen Court was created in order to stabilise the balance of power amongst the Higher Undead that found refuge in the frigid, lonely wastes of Ashenrime Isle following the Territory War of the Bloody Snows. It gave direction and purpose to Undead that may otherwise have been swayed by the temptations of power, and allows Undead to exist freely upon the Isle, coexisting with the Mortal population.

Document Structure

Publication Status

There is only one copy of the document, the original agreement, which resides in the Eternal Halls beneath the Vale of Snows.

Legal status

The document is relatively unknown outside of the Ashenrime Isle, and holds little to no sway outside of the Isle's boundaries. The settlement of Farthest Reach, out in the Wyld Floes, also recognises the document, in part because they have Undead of their own in the area.

However, any and all Undead that enter or are created within the boundaries of the Isle are expected to uphold the clauses and caveats within the document, and execute any mindless Undead that do not.
