Structure
Mars is divided into 32 States; Arcadia, Amazonis, Alba Patara, Olympus Mons, Sirenum, Daedalia, Tharsis, Solis, Thaumasia, Aolia, Marineres, Lunae, Tempe, Acidalia, North Chryse, South Chryse, Margaritifer, Argyre, Cydonia, Meridani, Sabaea, Noachis, Syrtis, Hellas, Malea, Tyrrhena, Isidis, Hesperia, Cimmeria, Promethi, Elysium, and Utopia Planitia. Each state acts largely independent of the other, with the central government mainly overseeing the upholding of democratic principles, trade, military, and foreign relations. Laws are, for the most part, up to the state unless the Constitution of the U.C.M. specifically outlaws something. For example, The Constitution guarantees the freedom of the press, so if a state tried to pass a law suppressing the freedom of the press in that state, The Central Government would intervene. However, One state could have completely legalized Mining in its territory while its neighbour could have outlawed mining. Both states would reserve the right to maintain those positions. The State governments are also represented in the Parliament. Whichever party controlled the most seats in Parliament gets to appoint the Prime Minister, who oversees Foreign relations, Trade, and the Military.
