To make sense of the deliberately obfuscatious files of the Mandarinka's Lawyer, Advokát, Litmus took a "Computers and You" introductory class online. It was exactly wrong for him. So he started teaching himself. In proper Litmus tradition, what he taught himself would make any "proper" expert shriek in horror and snatch the wifi away, if only they found out.
Computer Science [Int related, 04 APs, BC 10, FC 2] Software Engineering only. Special Effect applies (see below).

Area Knowledge: City [20HP]
Metropolis, especially Little Moscow
Scholar [10HP] -2 Column Shift bonus to the OV/RV of action checks regarding
recent Newspaper and TV news stories
Genius Able to invent truly amazing inventions as Gadgets. However, Litmus just doesn't (yet) suspect his full potential. He invents what he needs to get the job done using the resources at hand. He thinks of it as it "desperation plus perseverance" rather than Genius.
Litmus has assumed the identity of the owner of a spacious multipurpose apartment building with commercial shops:
Malá-budova.
The ground floor has two food-oriented businesses and one retail space.
Second story is a combo of small businesses (overlooking Algonquin Street) and single-bedroom apartments (overlooking the alley between this building and the buildings facing Iroquois Street.
Third and fourth floors are also apartments. At least some are rent-controlled.
Accessed through the building superintendent's tiny office is the building superintendent's apartment. Hidden beneath the bed and side table is a steep ramp down to a sub-basement tunnel; that tunnel leads north, to the sub-basement under the northern half of the building. This sub-basement space is Litmus' secret
Headquarters, Confined. It contains a large conference room with a huge chart of Metropolis with newspaper clippings and notes of possible villainous activity. Also inside this HQ is Litmus'
Gadget Laboratory {6AP maximum, =18HP} with various pieces of "confiscated" scrap equipment and tools for mechanical and electrical projects. (9HP annually to repair/restock unless getting RAPs on the annual Maintenance Check.)
Litmus can also travel from his Hero HQ to a hidden small garage a few streets westward -- where any engine-related noises will blend into the ambiance of the North Harrison Street Bridge (shortly before it elevates above ground level) and the North Harrison Street Subway Tunnel.

Truth and Justice, these over-clocked hair dryers have a Freakshow power supply, making them quiet and cool, compared to the large amount of airflow they produce. They can be dialed back to control the amount of air output. They have no filters, so any substance released near the inlets will be projected outward. One pistol used without the other operates at -1AP to all powers. Litmus keeps trick Ammo gas cannisters in the pockets of his trench coat.

Miscellaneous Limitation on Flight power: Arm Day (-?HP)
Every time the Flight power of Truth and Justice is activated, the using Character makes an "exhaustion check" of the APs of Flight activated versus the Character's Strength.
For each subsequent initiative round of continuous use, increase the OV/RV by one. RAPs apply as temporary damage to user's Strength.
Example: a one-round burst at full Flight APs would be 4/4. If Litmus continues to fly for several initiative rounds, the second check happens at 5/5, and the third is at 6/6. Any RAPs earned in this check will temporarily reduce STR until Litmus can make a Resting Recovery.
These "exhaustion checks" do not count as Dice Actions.
