Imperial Governor
Imperial Governors are important figures within Zhun, who have all been, in theory at least, appointed because of their favour with the Dragon Emperor, or Empress, themselves. Their influence varies depending on many things. Each governor is granted one of the twenty-three Provinces of Zhun as the land they must manage, and the prestige that comes with being one of these governors is not to be looked past. However, not all provinces are made equal. There are five provinces known throughout Zhun as the "Unblessed Five". These provinces are seen as far below the others, usually this is because of their sub-par geography coupled with centuries of the provinces's governorships being given out as just a prestigous title, instead of it being given to those with merit. There are no official time-constraints on the position, but it is typically expected that, out of respect for their peers, governors rarely stay in one place for more then twenty years. Other then that, it is common that a governor is called back to The Imperial Court for, hopefully at least, promotion.- The 21st province is known as Zhenping
