Diplomatic Quarte
The Diplomatic Quarter, southeast of the Central Plaza, features embassies, government offices, and formal courtyards, created during Ever-Stone’s reconstruction to foster international relations and peace. Tree-lined avenues host a miscellany of diplomatic missions in grand buildings with mixed architectural styles and heraldic banners. At its heart stands the Grand Council Hall, surrounded by Unity Green, a garden for official events. The area is calm and formal, with diplomats and scribes moving between offices, watched over by the Cerulean Guard. Commerce is rare here, except for occasional debates from embassy meetings.
This quarter contains Ever-Stone’s Judiciary Hall, where priests of Justice resolve legal disputes, the City Jail for white-collar offenders, and the Office of Records that manages permits and documents. A Monument of Accord, an obelisk inscribed with the founding treaty, symbolises unity, with wreaths placed annually on days of celebration.
Districts
Guild of Diplomats & Translators – A service office where skilled translators, scribes, and cultural advisors are available. Foreign merchants or adventurers come here to hire interpreters for old Draconic texts or help with diplomatic letter-writing.
- NPC: Ilyas Fen – Male Half-Elf. Attitude: Helpful and curious with adventurers; Personality: Erudite & cosmopolitan. Ilyas, the head translator, was raised bilingual (Dwarvish and Elvish) and speaks a dozen tongues
Ever-Stone Mercantile League Office: Though major trade guilds meet at the guildhall in Central Plaza, this office in the Diplomatic Quarter handles high-level trade agreements and foreign merchant permissions. Here, visiting trade delegations negotiate tariffs.
- NPC: Marwen Hale – Male Halfling. Attitude: Amiable but calculating; Personality: Suave & strategic. Marwen is a representative of the Mercantile Guild who liaises with foreign traders.

Hall of Records : The city's archives and records are kept in a secure location, documenting the history and achievements of Ever-Stone.

Guardians' Barracks
While the Diplomatic Quarter has few shops, it does feature The Ambassador’s Respite, a refined tea house where officials relax. This quiet establishment serves imported teas and Elven wines.
