    Creation of World of Chaos and World of Order
    Construction beginning/end

    Balance creates the World of Chaos in an attempt to appease Chaos with an area of unbridled chaos, and in order to balance out the now increased amount of chaos in the world, creates the World of Order in order to keep order in the universe and the Modrons to inhabit and run it. This does nothing to appease Chaos, who continues to attack. This is also the start of the modrons accurately recording the events, and is the start of their calendar.  In addition, the Modrons are given the right to create and annul Divine Decrees.
