Echidna

Stats   Echidna is one of the better-known Created of Neptune Branch, more due to the destruction she brought on the few missions she was sent on and her powers, and not due to her own strength. Both times there was a need for the cleanup, the first time using the human soldiers and then, when that failed, the Created, and the second time, the whole region had to be bombarded using multiple hydrogen bombs for the full cleanup. After that, she wasn't sent on any more missions and was instead assigned to protect one contained area that both fuels her powers and would stop her completely in case of an attempted outbreak.    

Abilities

Mother of many

Echidna's skin constantly produces a unique liquid substance. Whenever she moves quickly, droplets of it spread in the air. Should the substance come in contact with any animal matter, it "infects" it with Echidna's essence. Anything infected by it that tries to bring harm to Echidna in any way will find their body struggling to do so as it slowly falls more under her influence.  

Mother of monsters

Echidna can choose to concentrate the substance that covers her skin on any part of her body. Any mammal that comes in touch with the concentrated liquid will begin to gradually transform, either into a chimera-like creature that shares Echidna's characteristics, in the case of most mammals, or into a weaker copy of Echidna that serves her, in case of humans.  

Mother of death

If Echidna stays in one place for enough time that the concentration of her substance in the air rises to a high enough level that it starts to seep into the ground, and there are corpses nearby, Echidna can choose to activate the true potential of her substance, raising the dead that will immediately take on forms of various monsters.
