Ban on Specific Spells
The Archives has created a decree that magics of the necromancy and enchantment are banned. A mage is required to have a license to use any enchantment spells on other living things. Mind-altering spells are officially banned throughout Nesia. These spells include but are not limited to Charm Person, Command,
Compelled Duel, Calm Emotions, Enthrall, etc. Some adventurers may acquire a license for specific spells but most are only able to get it through employment. For example, clerics may know Calm Emotions while working with the sick, and Guards and Officers are able to cast Command. These spells are usually only used as a last resort and thus under a great amount of scrutiny. It's often easier not to use these spells than go through the paperwork after use.
While Enchantment spells fall into a gray area, Necromancy spells are almost always considered black magic. Necromancers were the first mages to be registered and criminalized by the Archives. Any necromancy must be approved by the high council in the Archives. Speak with Dead is one of the few spells that have been historically approved and Revivify is the only spell that does not have such a dark light to it. While some people try to ask for forgiveness instead of permission when it comes to life-saving necromancy spells, the Archives still considers this illegal and punishable.
Purpose
This protects citizens from the illegal and abuse of magic from mages and deems the schools of magic (necromancy and enchantment) dangerous and illegal.
