The Divers' Consortium
This Kirin organization exploits the labor of its slaves as divers to obtain the treasures hidden in the shallows of the shattered sea. Since the treasures are deep under the water, and the waters are filled with dangerous creatures, the Kirin rarely dive themselves to obtain them, instead using their captured slaves for that purpose. Their priority is wealth and power. Since the magic items are ancient and powerful, many merchants on the Zevemlyan coast will pay top dollar for them, and the weapons aid in their raids against their pirate competitors, and in the obtaining of new slaves.
While the other Tauni also seek for the submerged treasures of the ancients, the Diver's consortium has spent the most effort in doing so, since, in their eyes, the divers are expendable, but the profit is not. Manpower, therefore is in abundance for the Consortium, while the goods are still rare, many divers also seek the pearls from the depths to help maintain the wealth of their owners in the hopes of fostering some goodwill with their heartless masters.
While Scrimshaw does rule over all of the pirates of the Kirin, Aedol Vess, an entrepeneurial pirate runs the day-to-day. While they don't always see eye-to-eye on the methods of the mission, their goals are directly tied to one another: wealth and power.
