While the other Big Players were either Previously established or a Reaction to its Founding, the Accord was not made to replace the System it preceded. But more as a Defense against those who want to impose their new rules on them. Specifically the New Stellar Community Aggressively pushed their Membership on now Accord Members. Both the Genzians and the Romans were at their Doorstep Requesting to re-think their Neutral Stance. The Araj, who grew impatient with them eventually called in all those who had opted out of the Imperium and were not yet Convinced by the Genzians. They Proposed to create a Alliance, but unlike either the Genzians or the Imperium or the Community, it shall not be a Union of Power but a True Union with all members having an Equal Voice regardless of size, believes or any other reason they were Previously discriminated against. This Resonated deeply with all in attendance. and Nearly over night the Pan Galactic Accord took 40% of the Galaxy. What followed was a long and Bloody War with the New Stellar Community . Members of each waging a Bloody War called the First Communal Civil War, eventually leading the Accord to Unify its military and Create a Lightweight Supra State known internally as the Federal Committee that Integrated all State Economies and Navies into one mesh. Quickly this Mesh held back the Genzians and their Allies.
