Founded in 3243 ADK, the
State Critique and Opinion Federation Forum or
SCOFF is an anonymous group of Aprisian citizens which are both a non-government organisation and are also function as part of the Aprisian government.
Privileges and Duties of the Forum
On Observation
Their duties (and privileges) consist mostly of the attending of certain governmental meetings, oft judicial and law-making in nature. The members must quietly sit through these meetings and make no attempts to express their opinions –– due to this rule, they also wear masks arcane in nature which hide their features and their expressions.
Afterwards, they are escorted to a seperate chamber, locked within, and then commence a set of rituals which surround the room's edges in silence, enabling them privacy. They then deliberate upon both the topics which they have heard within the governmental meetings and other topics which members might feel are important to the state, the government, this council, and society at large.
On the Deliberating Chamber
The shortest meeting was said to last just under an hour (including the 15-minute ritual) and the longest was said to take just over a week –– naturally, all of the necessaties of life can be found within this room, from bathrooms to food and air and the room could potentially support life for years should there be an attack that causes the room to go into lockdown. It is warded against attacks as well as anybody attempting to listen in. Due to Aprisian laws, the room is not warded against divining or other magical methods of observation, as it is illegal to work with any and all divination magics. There is no way to access the room from the outside whilst all of the members are within the Deliberating Chamber.
