Head of Legion

The Head of Legion is the leader of the organization. Since it's a very recent title, there's not much precedent, but the Head plans the attacks and the allocation of Legion members.

Qualifications

One must be a long-term, trusted member of the Legion before they can qualify for this role at all, but that is not written in any legislature. The previous Head makes a suggestion that may or may not be supported by the members of the Legion.

Appointment

So far, appointment occurs after the death of the previous Head. The new Head takes on the role with little ceremony, but only with the support of their fellow members.

Responsibilities

Planning routes of attack
Leading strategy conferences
Planning cities in which members should be stationed
Hosting the Prospective Rookie Tournament
Delegating tasks to Headquarters Managers

All responsibilities are shared by the Assistant Head, who may focus on certain areas or take an equal amount of work from each.

Grounds for Removal/Dismissal

If the current Head is deemed to be unfit, a popular vote will be held among the non-rookie Legion members. This has not happened yet, but it was established by the first Head, who believed that the group would only succeed if the leader was trusted by the majority.
