Fahseer
"Fahseer" is the regional term, within the Sunrathe Wastes, for "grand leader". It is ultimately a form of great affection, so it can seem insulting when a leader insists on being addressed as such.
Qualifications
Generally, the bloodline and breeding to be trusted enough to rule are the main qualifications. However, talented people are not exempt from the rank, should they earn the hearts and minds of the people.
Appointment
Usually, a fahseer is elected, but in some places the term has become synonymous with Leader, whether the individual has earned the title or not.
