  Atlantis City, a modern city state built upon an Island that emerged mysteriously in the North Atlantic Ocean in 1946, it represents a confluence of history, mystery, and superhuman phenomena. Initially surfacing alongside the enigmatic figure Argus, this island city quickly captivated global attention, leading to the Atlantis Accords and its transformation into a unique geopolitical entity. Characterized by rapid development and a diverse population, Atlantis stands as a bustling metropolis, renowned for its role in the emergence of 'Fae-touched' individuals.   Atlantis's rapid growth is fueled by its allure as a hub for potential superpowered offspring, significant foreign investment, and its unique legal status that fosters a laissez-faire economic environment. However, this growth has also birthed complexities: the Sunken City, a district overrun by criminal syndicates and political dissidents, stands in stark contrast to the city's otherwise futuristic and orderly nature.   As a haven for Fae-touched individuals and a center for the study of the Fae realm, Atlantis treads a fine line between a utopian vision and the chaotic reality of its unchecked expansion. It's a city of stark contrasts, where the promise of superhuman abilities coexists with the peril of untamed powers and where the pursuit of knowledge confronts the enigmatic truths of an alternate dimension.

Demographics

  • Ethnic Composition: Atlantis boasts a highly diverse population, reflective of its international origins. Major ethnic groups include Europeans, East Asians, and a growing number of individuals from various African and South American countries.
  • Language: While English is the lingua franca, due to the city's international nature, a multitude of languages are spoken, including Greek, Mandarin, Spanish, and Russian, among others.

Government

House of Commons This elected body represents the citizens of Atlantis, with members serving terms of five years. They are responsible for proposing and voting on laws and policies specific to Atlantis.   There are 99 members of the commons (mooks in common parlance).
Mayor Elected by Atlantean citizens, presides over the City Council - the executive body of the city.
House of Nations (Veto Power) Each nation party to the Atlantis Accords has a representative in this body. It evaluates proposals passed by the House of Commons and can alter or veto them. This creates a system of checks and balances between local and international interests. A veto of common laws requires a two thirds majority vote, veto of changes to the constitution require a simple majority.
Judiciary Atlantis has its own judiciary system, which handles local legal matters. However, significant international disputes or crimes can be escalated to an international tribunal under the Atlantis Accords.

Defences

Atlantis shall not establish or house any form of military force or personnel. The city is designated a neutral entity, emphasizing peace and international cooperation. As such, any form of military presence, whether native or foreign, is strictly prohibited within Atlantis' jurisdiction.

    Atlantis, despite its rapid development and global significance, maintains a relatively modest defense system, primarily focused on internal security and emergency response rather than military might. The primary line of defense for Atlantis is its unique geographical position in the North Atlantic, which provides a natural barrier against conventional military threats. Additionally, the city relies heavily on its technological advancements, particularly in surveillance and early warning systems. These systems are integrated with a network of drones and automated defenses designed to detect and respond to potential threats swiftly.   The most notable and unconventional aspect of Atlantis' defense is the presence of the superhero team Vanguard , founded by Argus . Vanguard consists of a small group of highly capable, fae-touched individuals who act as both protectors and peacekeepers. Their abilities offer a level of security that traditional military forces cannot match, making them integral to the city's defense strategy.

Transportation:

The city is well-connected with an extensive network of roads and bridges, including the ten bridges linking the Sunken City district to Central Island. Public transportation is a blend of underground subways, bus lines, and aerial tramways. Due to the city's layout across multiple islands, ferry services are also a crucial mode of transport.

Energy:

Atlantis's power needs are met by a combination of traditional and renewable energy sources. The most notable is the nuclear power plant on a nearby island, supplemented by wind farms and solar panels installed on many buildings. Research into utilizing Fae energy is ongoing.

Atlantis is a hub for technological innovation, particularly in telecommunications. The city offers high-speed internet and advanced cellular networks. Research and development in technology, especially Fae-related tech, are significant contributors to the city's economy.

Districts

Major islands and districts

  The names here corresponds to the names of the islands and the districts after the Atlantis Renaming Act of 2025. The Renaming act was intended to remove the stigma surrounding the Sunken City, and to clearly indicate a break with the previous regime. It also renamed the official names of several districts to better fit common conversational parlance. Historical names included in parenthesis.  

Aeaea (Elysium Island)

  Southmost of the major islands. The most developed of the islands. Named after the island of the mythical greek king Aeolus, keeper of the four winds.   Southport (Freight District): Massive shipping hub with state-of-the-art facilities.   Old Town District: Designed to mimic traditional Nordic harbor towns, known for its cozy atmosphere.   Dion: Main residential area with modern amenities.   Downtown (Steel District): Eco-friendly and pedestrian-centric, a model of modern urban planning.   Riverside: Luxurious waterfront properties with private docks.  

Scheria (Hyperborea)

Westernmost of the major islands. Named after the island of the Phaeacians, who helped the mythical Odysseus in returning to his homeland.   West Side District: Primarily residential, housing a large portion of the city's workforce.   The Stacks: Heavy industry and manufacturing zone, with pollution control measures in place.   Iron Side: Mixed industrial and commercial area with major docks.   The Eye District: Affluent area with high-end residences and the Church of Argus.   The Roche: Less developed, home to lower-income residents and various small businesses.  

Ogygia (Lemuria)

The first urban sprawl of the city. An early attempt at city planning with little success has now turned into the most diverse and unique island on Atlantis. Named after the island of the nymph Kalypso.   Metropolitan District: Dense residential area with high-rise buildings. Little Italy: Culinary hotspot with a variety of restaurants and cafes. Shopping District: Major commercial zone with malls and retail stores. Chinatown: Culturally rich area with a significant East-Asian population. Union District: Self-governed area controlled by worker's unions, with unique laws and policing.  

Aeolia (The Sunken City)

The north-eastern major island. Known for its high crime rates and labyrinthine streets. Named after the island of the witch Circe.  

Minor islands

      Avallon - a partially sumberged island on the far east of the archipelago. Formerly host to the Antillia (Prometheus Isls) - An island in the south-west of the archipelago, formerly owned by a powerful consortium of multinational companies, including Atlas. Seized by the Herald's regime, and retained by the city afterwards in spite of legal challenges.
