Representative is a title given to those in the Southern Federation that represents a city. Representatives serve until death, and each city-state in the Federation has two. These people live relatively average lives other than when the Federation meets. In order to become a representative, you need to be voted in by the people. The title of representative has belonged to over 200 people. It was created when the Pact of Sand was signed by the five leaders of the Southern Desert city-states.
