Conclave of Elders
Elarond is governed by the Conclave of Elders, a council of druids, mages, and community leaders who deliberate on decisions affecting the realm. The High Archdruid holds the most sway but rules through consensus rather than decree.
For the most part, the citizens of Elarond are left free from excessive legislation. Day to day, there generally is no central governance impacting one's life. Following the rules of the Conclave is considered voluntary. As the citizens of Elarond understand these rules come from exceptionally wise persons, they generally avoid violating them. The Conclave only meets occasionally to address serious, far-reaching matters. While they tend keep their rulings simple, that does not mean they aren't sometimes extreme. For example, during a drought in which the country could not bargain for enough imported food to prevent starvation, the Conclave ordered raids on neighboring nations.
Membership in the Conclave is by invitation. Whenever a member of Elarond's society demonstrates exceptional wisdom, among other requirements, they may receive a summons to join. There is no set number of members, so the size of the Conclave shifts over the centuries. The invitation to join is for life unless the member somehow manages to disgrace themselves severely or proves to be unwise. Membership is not mandatory, and the invitation is sometimes declined. Members serve only as long as they wish.
The Archdruid members of the Conclave are in charge of selecting a High Archdruid from among their number to head the organization. While they tend to consider the will of the Conclave as a whole, it is only their vote that matters in this decision.
