The Phervian Sanctuary

The large town on the north shore of the Isle of The Lost, The Sanctuary as it's also known is the last Phervian settlement on Undinia. Built during the aftermath of the Slave revolts as part of the peace treaty, its starting population has decreased over the ages, now being more a slave city than a Phervian one. The town kept itself secluded with only slaves who never returned after entering.   Like the older Phervian empire, the city is ruled by the central Consciousness. At first, these ruled a full caste system with the slaves beneath them, by the Crisis of the Fey age however when Grunkle's Angels visited only the warrior caste and slaves seemed to remain, with most others joining the central consciousness. A few lesser houses seemed to be active as late as the Chroma Age but it's unclear if they remained as the Angels didn't get to explore too much.   High walls surround the city itself with a pair of large piers for docking ships just outside. Inside was originally built from hundreds of beautifully decorated Zigorats, made from stone and metal. A small stone slum-like area was built by the north gate which was the Slave quarter. When the Angels visited in 122 Fey most of the Zigorats had fallen into disrepair and wooden slums had spread over most of them.
