Decilus Entarios, often called the Secret King, much to his dismay, holds the position of Firstchair of the Republic. While the Premier has executive power over the republic and can be given the power of Dictator, it is the Firstchair who sets the laws and policy for the republic. Decilus was in charge of foreign relations during the signing of The Truce of Manscinium and held great sway over the eventual form of the document and used it to springboard his political career. Many see him as the real ruler of the Republic despite that officially belonging to Kvisus Morellius the Premier of the Republic
