Government
While the settlement is mostly run as a semi anarchical republic, the Adventurer's guild is the de-facto government. Managing everything from public infrastructure projects, Resident Disputes, and above all Security. Due to this Crime varies depending on the proximity to the guild, with the more affluent and safe neighborhoods being built close by while the further they are crime becomes more common. This by no means that the city is unsafe. The city seems to have a large sense of solidarity and comraderie as most people who benefit from the walls understand what terrors lie outside the walls and the privilege that the guild provides them.
Infrastructure
While infrastructure is sufficient, the city tends to lack many great buildings or opulent architecture instead having a more utilitarian approach to the city. The biggest infrastructural points of the city are:

Districts
Guild Island
This island was the founding settlement of the rest. The two seat's of power (The Adventurer's Guild and Stouart's Shop of many warestm) Lay on this island and alongside Dragon Rest Inn make up the oldest buildings of the settlement. The Island also features Edrahil university founded in 500AD, which is unique in the world as it not only focuses on the magical aspects of adventuring, but also on the martial side as well as the "support" (Infrastructure, administration, etc.). In recent years more amenities were added to the city such as the Fighter's Guild, A library, 2 temples and even a theater (as well as a few more things). This has made the Island the cultural center of the city as people tend to visit it to partake in many leisure activities.Dragon's Landing
This harbour serves as the main entry way to the city, as it features the prominent Docks that house the many visitor's to the continent. The landing is the second oldest borough with the docks being built out of necessity merely 5 years after the Rest's founding. Originally the district became extremely popular with Elves and early human settlers. Eventually this intermingling combined with the fight for survival that were the first few years of the founding, led to a massive increase in the Half-Elf population (as well as a decrease in both human and elf populations). The landing is also home to a peculiar group of Elves which stick to the south of the Landing. These Darkly colored elves (as in blue, black, grey, etc.) are a rarity and many outside of the rest do not believe in their existence. They call themselves the Drow and in the landing they are not only welcomed, but also protected from those who would attempt to hurt this population.Sea Elf Drydocks
This island is the most central Geographically of the city, and it bosts a large amount of the population lives here. However, what is interesting is that the ethnicity of 80% of those who live in this island are Sea elfs. Sea Elfs with their natural affinity towards the sea, were some of the first migrants into the Rest. They quickly established themselves as the sailors, shipbuilders and boatswains of the Rest. This affinity for the sea has also come in handy when procuring food as sea elves tend to be the fishermen of the Rest and provide a lot of people with sustenance. Due to this Sea Elf's are highly respected and tend to hold a limited amount of power and influence in the City.The Northern Gate
The western gate is known as the most affluent neighborhood of the city, as its close proximity to Guild Island makes it the most desirable place to live in the Rest. Due to this opulence a large arena was built in the center of the District, serving as a place to show plays, sports, tests of skills and many other different types of shows. The town is also home to intracontinental trade hubs as its gate leads directly north and on the continental road that goes all the way up to the Mindaran college of Magic.The Eastern Gate
This gate is known as the commercial and trade center for the Rest, as it houses The Rest's market as well as many shops and storage spaces. It is unfortunately also the poorest part of the Rest as its the newest established district, and since its 2 bridges ("at least") away from the Guild it is not an enticing place to live. Lately its been seeing an influx of crime, from kidnappings to disappearances. While the guild has pledged to increast the number of requests it takes in the area as well as to station a party there, they are shorthanded as many adventurers have either died, disappeared or joined a new town while venturing out in the continent.Guilds and Factions

History
In 340 ADT It is said that the famous party of explorers (led by Edrahil mablung and Aevir Anankol) first landed on the continent with the intents of exploring the continent and creating a hub for adventurer's of all types. The party was made up of 9 legendary adventurers who had partaken in many different quests and adventures together. The clearing and improvised dock where they first set camp would later become the Adventurer's guild. The party led many incursions into the continent faring farther and farther up north. Eventually they reached what is know known as the great bay and [...]. It is unknown if they succeeded in their goal, but what is known are 3: 1. the only survivors were Edrahil and Aevir 2. Aevir refused to leave the continent stating that "This is where i must live and give her a place to live" 3. The walls outside the city were raised from the ground by magic.
Aevir (who due to injuries sustained during [...]) would stay behind on stouart's and built (with help from Stouart) The Dragon Rest Inn, Stouart's Store of many things, and the Adventurer's Guild. Throughout the years different people started arriving into Stouart's Rest and eventually started building up the city until eventually it reached the sprawling city that it currently is.
