Krell is an absolute monarchy situated in the rugged landscape of Draconis, governed by the esteemed ruler known as the Kraesar and their appointed council. This sovereign realm boasts a unique political structure, wherein every five years, citizens are granted the opportunity to cast a successionary vote for the council. If 75% of citizens agree, the current council is deposed, and a new one is formed within a year. In cases where a new council cannot be established, the Kraesar is compelled to abdicate the throne to the next rightful successor. Taxation within Krell operates on tiered rates set by the council for each department, a process revisited once every 2.5 years.
