The Overwatch
The Overwatch is a force of professional soldiers tasked with staffing and maintaining the Dividing Wall, which separates Outer Toresta from the rest of the Jueng Plain. They are a combination of border guards, custom inspectors and constables.
Structure
The Overwatch is a branch of the Toresta military, unlike the city watch which reports directly to a captain in the Ten. They are commanded by a captain. Each watch division is headed by a lieutenant. Divisions serve for a week, during which they patrol the Dividing Wall and staff the Entering Gate. There are three division. During their off weeks the members of the Overwatch live in Toresta, in barracks for the single members and in their own homes for the married ones. They spend most of this time in training. Most Overwatch officers are well trained in engineering and siege defense. They are also knowledgeable in survival and Overwatch teams regularly supplement their rations with kills from the Jueng Plain.
Culture
The Overwatch culture is a mixture of military and civil guard traditions. Officers and Watchers are more informal than in most militaries, where officers are usually nobles or noble adjacent. All of the three serving lieutenants were advanced from the ranks and even the Overwatch Captain, Jerold Hesscan spent time in the Overwatch despite his Sapphire Journal Family ties.
Public Agenda
The Overwatch is tasked with the defense of the Dividing Wall. Their primary duty is to keep wild animals out of the farmlands of Outer Toresta. They also guard the single land access to the city, though they have not had to repel and invader since 476 ATC.
They act as a custom service for goods entering the city by land, typically caravans of Halfling wagons from the north.
Assets
The Dividing Wall separates Outer Toresta from the the Jueng Plain, This five mile long structure is considered impenetrable by the Overwatch and the Toresta populous at large.
The Overwatch maintains a barracks at the periphery of the Acropolis Precinct. It contains quarters for the Overwatches single members, administrative offices and training areas.
Individual Watchers are outfitted by the city. While uniforms in the sense used by some nations is not a concept recognized in Toresta, each Watcher is issued a +1 breastplate and a Cloak of Protection. The breastplate is decorated with the eye crest of the organization as is the cloak. Heavy crossbows are the preferred range weapon of the Watchers. They also typically carry a dagger and sword, imprinted with a serial number and the city's crest..
History
The Overwatch predates the construction of the Dividing Wall and considers its founding to be based on the original militia which defended Toresta during the early days of the city. The cities isolation from other nations and its central location between them, on the sea, has always been the city's main defense against military invasion.
