Head Chair

Head Chair is a vital role on the council of every city across Tordronnen where they arrange, delegate and mediate the meetings. They also have the final say on the calling over a vote on any matter. While this is not a position of formal power over the cities as a whole, being the person that decides who gets to speak, how much and when does carry with it a lot of influence and responsibility. Persons holding this role must be recognised as trustworthy and impartial individuals able to remain unbiased throughout any and all debates and be of good moral character.

In many cities this is a role which individuals are voted into for a set term, however there are some places where the role is inherited within a family line, such as the Cordalaes of Skonyre.

Qualifications

While there are no set qualifications for the role of Head Chair, a background in areas such as leadership, politics, finances, history, or even philosophy have been considered desirable.

Career Progression

Persons voted into a Head Chair position will typically have held council positions prior to being voted in and any previous powers they had on the council are relinquished on their appointment. On occasion an individual without prior council representation may be selected such as one with suitable transferable leadership and organisation skills.

Payment & Reimbursement

Council members are not paid a traditional full salary for their role on the council as their work in the public office in addition to their day to day work and earnings. Due to the relinquishment of other roles and responsibilities when taking office as Head Chair, this position is given a generous salary, in part to make up for any loss in earnings, but also to discourage risks of bribery. 

Other Benefits

Whilst the Head Chair by no means has any final say over decisions in the running of the city, they do still have the ability to influence what policies and plans are put forward and voted upon. There is also a significant financial benefit to the role.

Purpose

The role of Head Chair is considered essential in managing any form of organised running of Council Meetings. The role can be demanding on an individual's time as no formal meetings of the City Council can take place without a Head Chair being present. Likewise no votes on any matter can be undertaken in the absence of the Head Chair.

Social Status

Those who work in this role must be of the best moral character and therefore their public perception is generally very positive.

History

The position of Head Chair has existed for as long as there have been City Councils, however since the decision of the monarchy to cede full powers to the High Council in 980 ToT, the role has become even more important.

Nearly the entirety of the Head Chairs role requires them to work from within their local City Hall, although some will choose to also attend charity events and other philanthropic pursuits.
