Bolar
Structure
The Nation of Bolar is an elective monarchy organized for the governance of the major distinct groups that populate most of the Bolari plains: the Charoni, Temuri, Huntsman, and tribal groups, and the descendants of old imperial colonists, the Tarane.
Bolar is headed by the Bolar-Khagan, who is elected for life by a representative council (The Khansmoot) composed of representatives from each clan and each prominent Beyar family.
Bolar is composed of a number of different Beyliks (lordships), which are ruled over by Beys who are appointed by the Bolar-Khagan. The title is given to another chosen individual upon their death, and the title also reverts between zero and five years after the election of a new Khagan.
Functionally, a new Bey is the head of a tribe, and most commonly is the child of the former Bey, although this is not always the case. The majority of the time a new Khagan will reappoint the old Beys, absent some major disagreement or scandal.
There are two significant exceptions: The Duke of the Dragonhold is a fully inheritable title in the style of more Northern lords, and the Mayor of Darkwall is elected by a council of the city's guilds. Both of these are theoretically equivalent in rank to other Beyliks, although each control both more fertile territory and wealthier territory, making them the most powerful vassals of the Khagan. The population of their Beyliks also means that they control more votes in the Khansmoot than any other Beyliks, although they lack an outright majority.
History
The Nation of Bolar was formed through negotiations in the aftermath of the Temuj invasion. Although the Temuj quickly established control over the plains and steppe of Bolar, they were unsuccessful in pushing their conquest north. Likewise, the Reymal Empire was unable to reclaim their lost territory to the south.
After the death of Khagan Chagatorix, a new leader was needed. The Temuj recognized the need for representation of people in their new territories, particularly once the Dark Forest closed around the Pass of Temukas, cutting them off from their home territory. Though some of the horde attempted to return through the forest, they were never seen again.
The remainder of the horde settled into the plains, some keeping a nomadic lifestyle on the Steppe, others moving into cities like Darkwall or Dragonhold, or building new ones like Bolar.
The Khagansmoot was formed in order to find a leader that would work both for the Temuj, and their new countrymen, for whom no love was lost between them and an oppressive, theocratic, and heavily taxing imperial regime. The first true Bolar-Khagan was Darius Meade, a Beyar who had distinguished himself as a scout and guide for the horde.
