Background

The Gi Ma Tower sits in the middle of Ku Hafu and is known far beyond the reaches of Minaka Vale.   The base is said to be the bones of leviathan killed by the famous hero Gi Malaka, in the mountains north of Ku Hafu. Of course, there are no leviathans anymore, and perhaps there never were.
According to academics, the nickname "the Leviathan's Whisper" comes from an awful and overly long poem written by Archivist Pata in the fifth century. However, ask any local and they will tell you about the howling noise which come from the bones when the wind is high.   I know which origin story I prefer.
 

Guild Hall

Since the Guilds gained significance in the late 15th Century, the Gi Ma Tower has become a centre for their activity. While there is not sufficient space in the tower itself for each guild to have its base there, they do each have an office and all High Guild meetings are held there.   The guild houses themselves are situated in the streets around the tower, with the most powerful guilds closest to the mouth of the beast.
Although the Guilds no longer have control of the town of Ku Hafu, after the 'Spontaneous Handover' in the 21st Century, during which power was passed to the city of Minaka, to this day they maintain Gi Ma Tower as their base.   This was allowed as part of a treaty with the Prince of Minaka at the time who took one look at the tower and declared that "only a fool would willingly walk into the mouth of a beast".
The area directly in front of that gaping maw is reserved for the guild market, which can be found every weekday from dawn until a few hours after noon, and at the weekend from mid-morning until dusk.   On the solstices, festival days and other causes for celebrations, like important weddings or executions, the guild market is open from dawn until the following dawn with musicians, entertainers and additional food vendors.
