Cypher Dominion invents the Replicator. The leaders used it to build mind control chips and turn the population into a gestalt.

All Cypher medical centers were modified with these replicator nanobots. Their entire population were sent to the facilities, taking turns to have the nanobots build the gestalt chip in their brains. This whole process took a lot of time and energy, but was done efficiently.  All uprisings were crushed with miltary force.
