Orange List

A document outlining the principles of the Hyperion Ethics Committee and what actions they can take against various unethical practices It also lists what practices it deems unethical.

Contrary to its name, the orange list is not actually orange. The term comes from the first ever orange list ever created, after the Rih'kiel were discovered, which was orange. At this time, it only served to outline what technologies were banned, and it served fewer roles than the modern orange list does. However, some technologies such as Slipspace Bombs will not be listed on the orange list because they are so strictly prohibited that the public cannot even know these technologies exist. For these kinds of technologies, there is a separate list (known as the 'black list' for counterespionage reasons) with far fewer items that is kept in absolute secret.

Nowadays, the orange list has grown significantly and is entirely digital. Anyone can access it, allowing the public to make informed, safe decisions. 

The orange list now has a number of sections, each with a different purpose. The black list only contains the 'list of banned technologies' section.

- A preamble and then definitions section, where the purpose and goals of the document are summarised and terms that are commonly used in the document are defined. These restrictions also apply to purposed organisms in order to prevent the Unified Arkan Council loophole.

- Committee Limitations, which outlines what actions the ethics committee can and cannot perform. The committee itself cannot rewrite the orange list, but the UFS (see: Hyperion Federation) can. Not even the UFS can rewrite the black list, this can only be done by extremely select few individuals such as Tarlox, S.R.I.A and Karzen. These individuals are some of the most trusted in the entire federation.

- Time travel (Time travel would go on the black list but most people know about the concept via the media)
