Qiren is a floated surface city, that is an isolate floating island protected by the sea elves in Rîn Dolirand. The island is always moving around by somekind of magic, unknown to any outsider.
In 125 BB, many High elves from Amon-Thal, managed to flee Etarr's armies via a gate to Qiren.
