Arcane Magic is the most refined form of magic; an arcane caster directly interacts with the weave, rather than serving as a conduit for a greater power or tapping into latent magic in their surrounding.  

Magic Use

The Arcane magic, since The Kihahyon, is severly supervised. The Knowledge of casting forbidden knowledge, is largely oversighted by Ioun and Sophis, while Corellon Larethien and Labelas Enoreth helps them in every way they can.   It's oversight is further strengthened on the planes themselves, by Moons of Theras, namely, Sehanine and Lune.
