The Zul Congregation
A congress comprised of dwarves, goblins, and dark elves acting as a ruling council and the main power in Darkhold. Oversee the actions and guidance of the various local powers that comprise Darkhold's overall power structure.
The Congregation is Darkhold's answer to its conflicting cliques and the smooth running of the city's necessary functions. There are certain inalienable standards and processes that need to be upheld and managed by all in the city, as well as laws that must be a baseline for all in the underground domain. These rulings and guidance are overseen and dictated by The Congregation. Members of the Congregation are made up of a congress of representatives from the dwarven, goblin, and dark elf populations. Each contributes equally to establishing new laws, investigating events on behalf of the entirety of Darkhold, and maintaining the base of standards of living and trade.Each of the three major races, however, withhold localized powers amidst the communities they maintain and hold dominion over, leading things like law enforcement and the practice and development of more personal policies to be conducted by whatever local powers govern the area. It can be a mind-boggling process, especially for outsiders, but it has been the way of things since the founding of Darkhold. Goblins live in always-shifting communes that forgo heretical titles and regalia for bosses formulating from who makes the best or brightest ideas. The dwarves have long-standing family lines who've served their communities as leaders, typically acting as wise advisors and passing down trade secrets to younger generations, as is tradition. The dark elves, who have seeded themself deep into the fold of Zul, maintain a governing body made up of the most "admirable members of elven society," more plainly put, the most physically, most mentally, most idealized members of dark elf society. These elven politicians hold unregulated and absolute power among those under their wing. They only have to worry about watching their own back, as the elven aristocracy does not bat an eye at attempts to usurp power from one another or even rivals outside their own kind. It is all simply a part of the way, at least as long as they sit at the top.
The Congregation holds final say over the entirety of Darkhold's governance, as well as is responsible for acting as the face of the Magma region when interacting with those from outside the subteranean lands.
