Neural Restructuring

When Artifical Incubation grew in popularity, it was quickly realized how difficult it was to control how a brain develops, even with near perfect genetic engineering. Sure, one could drasticly increase the chance of high intellect, great memory, or high empathy, but it was almost never guaranteed - and even then, what about those who were born naturally anyway? What about those born before the tech even existed? The solution? Modify the brain on a living subject.

Utility

Neural restructuring can occur at any age, on any functional neural tissue, including cybermesh such as Android minds, and cybernetically enhanced brains. When performed, the brain's physical structure can be altered, or even completely changed, which in turn modifies the neural net that the neurons create. While this cannot necessarily completely remove certain aspects about an individual, as generally the brain attempts to go to its original form, it can significantly reduce certain aspects about a brain, or significantly bolster other parts.   This is commonly used to remove neuro-degenerative effects from age from individuals that were born without Artifical Incubation, but can also be used to lessen the extent of brain mapping miswiring such as major-depression or severe anxiety, or alter, such as dampen or strength, the effects of alternate-neurological structures like ADHD or ASD.   More uncommonly, but possible, is the changing of entire structures within the brain, such as altering emotional responses, proclivities, or even neural pathways such as intelligence or wisdom.

Social Impact

Neural Restructuring, much like surgery, is a highly complex ethical dilemma in specific contexts; normally, it can be life altering or even life saving, but in other cases, it can be performed non-consensually, though, via surgery, you typically die, where with Neural Restructuring, you betray your very self and likely become tailored to someone's use - arguably worse.   While these practices are of course condemned near universally, they are generally considered a fact of life - if something exists, it will inevitably do harm, though many consider its benefits to drastically outweigh the costs.
