The Emerald Enclave
The Emerald Enclave have governed the Dynasty, under the Thilovell Family, for countless centuries, since its inception. While the council is decided by the majority vote of the Noble Houses, most other parties hold very little sway and, at most, land two to three seats on the council each decade. With this uninterrupted rule, their policies have had plenty of time to flourish, even for an Elven civilisation, leading to many happy citizens.
The Enclave maintains a close relationship with the Druidic Circles of the land, permitting the Cult of Baphomet to worship even within larger cities, and allowing other circles the use of their military for protection of the forest.
