Emperor Jian of Ching eroded export taxes and tariffs, degrading the income of the nobility and causing them to revolt.
Jian recently took control of Ching and had to repay the vishkanyas, who helped him become emperor, so he lowered tariffs on vishkanyan imports. He also sought to grow the economy by lowering taxes on the export of spices. The nobility, whose incomes relied on taxes, revolted. This rebellion was swiftly put down by General Shanyang and the families of the nobles involved in the revolt were killed.
