The apartment building that includes the penthouse was built to house people of concern to the current royal line of the Astridium. It was built with keeping people with valuable skills that also had the potential to turn against the Astridium close and easily surveilled, while also being luxurious enough to ingratiate their inhabitants toward the Astridium, or at least placate them. Ideally these individuals produce children which are detached from the war effort but grow up in luxury which is easily associated with the Astridium, as well as easily revoked once the property is inherited.

The penthouse has three primary entries; an elevator which leads directly into the penthouse living room, a terrance which overlooks the Kadarada river, and a window which can be relatively easily accessed from the building's roof.

The penthouse has an extensive camera system, multiple alarms, pressure sensors, motion sensors, standard smoke and flood detection, and a paintball gun installed into the elevator (No one knows who okayed that).

The apartment building was constructed during Igni of 9225 of the Fifth Era, then remained empty during the war effort. It was occupied first by Delilah Chevalier and her sister, Blanc Chevalier, as a reward for Delilah's time as a sniper and special ops under the Astridium.
