Appearance

A young, beautiful and graceful mermaid. Clothed in fine robes, hemmed with gold. She frequently carries scrolls and letters. Her scales shimmer in a myriad of different colours, while her hair gently floats around her.

Personality

She knows what she wants and will do whatever is neccessary to get it. She is very attentive towards her personal servants and guards. Towards outsiders she appears aloof and indifferent, unless they somehow manage to pique her interest.

Position

Delora is on the Tribunal of Knowledge which has dedicated itself to the collection of knowledge of any kind, without allowing moral judgement. Each of the tribunal's members focuses on a different approach, with her focusing on the aquisition of knowledge from outside the merfolk domain.

History

Delora saw the end of the wars that ravaged The Coral Kingdoms and even fought in them herself, having made peace with many old enemies since then. She spent some time above the waves and learnt a lot about the people that live and fight there, still retaining some relationships with them.

True Identity

Appearance

Their appearance is undetermined. They are, after all, a magically gifted shapeshifter of the more monstrous side.

Personality

Cruel and intent on playing with people they deem to be worth less than they are. Perceiving others as mere playthings. Deeply afraid of death and will flee and hide for a long time if brought close to death. Enjoys plaing with the life of others, by conducting their strange magical experiments on them.

History

Born to a family that was a mix of merfolk and harpies, something that wasn't exactly accepted, she was also infused with large amounts of wild magic even before birth. She matured quickly and found a large amount of "volunteers" in the dying soldiers from the war. Practicing her magic and her experiments on them until they expired and another subject had to be found.
As the war came to an end, she had to look for another source of subjects. Nesting in a small village and convincing everyone of her good intentions, she took some time to turn them into loyal followers, before setting her sight onto something new: Taking control of The Coral Kingdoms.

The Plan

Taking control of one Tribunal first, followed by the others and finally the heads of the families.

Tribunal of Knowledge

As the original Delora Malanda fell ill for a longer amount of time, she took the chance and imprisoned her. Taking on her appearance and slowly taking control of everyone around her, until she felt safe enough to assume a form more comfortable to her. Her magic is strong enough to cloud the mind of everyone that stays too close for long enough.

Other Tribunals

She follows two main strategies. Either bringing existing leaders under her direct control, using her magic or the results of her experiments, or by placing those already loyal to her in those positions - she has the time, after all she doesn't seem to age.  

Abilities

Physical

Her physical attributes are determined by the form she takes on. Only mental scores stay the same.

Magic

Shapeshift. The creature spends an action to take on the form of any creature with the size large or less. The creature has to spend at least a day observing a person to accurately copy the persons external features and surface level mannerisms. Memories etc. can not be copied, only convincingly faked.
Charm. The creature charms other creatures around it automatically, if they spend a month around them. To facillitate this, the creature takes on the identity of somebody else in their mind - a mother might see her child in them, a husband his wife, a bodyguard the one they are sworn to protect. The longer the subject spends under this charm, the laxer the terms become until a completely loyal state is reached, at this point no reversal is possible. Only her death may allow for the beginning of a healing process.

Experiments

Turn - Easy. Experimenting on her subjects, she has discovered how to turn unwilling people into monsters capable of horriffic deeds, any person, a random passerby or one of her guard is turned into a mindlessly rampaging monster attacking everyone in sight.
Turn - Medium. Using people loyal to her, she turns them into monsters still loyal to her commands. Using an alchemical concoction she turns a willing subject into a mindless beast bound to her will. The creature is about as intelligent as dog but fiercly loyal.
Turn - Hard. An advanced and much more difficult version of her turning process. This one creates a beast bound to her will that retains the personality and intellect it had when it was a regular person. This creates dangerous creatures with all the cunning and knowledge of a regular person. This only works with people that are irreversably loyal to her.
  The turning requires an alchemical concoction of which she alwas carries 3 flasks. The concoction has to be ingested. Those loyal and those completely loyal to her will do so willingly, while others have to be forced or tricked into consuming it. The exact shape and form of the monster is determined by the type of concoction ingested.
 
  • The recipe for the concoction is known exclusively by her and not written down anywhere.
  • Reserves

  • She has completely charmed a large amount of simple servants originally belonging to Delora Malanda. Higher personel such as Eritt La Rue and other tribunal leaders are charmed but still able to be rescued.
  • A small gathering of turned and bound monsters are kept close to her at all times, as an emergency military force.
  • A small island of the Shifting Isles, primarily setled by fishers and simple folk, all are completely loyal to her - this serves as a backup and hideout.
