Imperial Administratum

The empire cannot simply expect to govern its vast territories without the means to maintain them; that is why clerks will always have a place in it. Someone always has to do the paperwork. - Administratum Clerk

Structure

Imperial Governor/Nobility : The various leaders of the provinces of the empire have their divisions of the Administratum to help manage the daily dealings of the territories they rule over.   Pillars of Order: The heads of the Administratum offices that act as a council to maintain the other offices and correct them should another office need to interfere.   Office of Judicial Obidience : The keepers of law across the empire who ensure that they are maintained across its lands and followed by all accordingly.   Office of Military Logistics: The sole maintainers of the imperial military, ensuring that every piece of supplies, salary, and manpower is delivered to their distinctive units.   Office of Economic Management: The financiers that manage all of the money that goes through taxation, loans, and audits across the empire to ensure that its coffers remain intact.   Office of Civil Affairs: The sustainers of infrastructure and peace as they ensure that buildings, roads, and construction are managed, as well as dealing with civilian issues in local areas.   Office of Reclamation: The arm of the Administratum that deals with the acquisition of income and resources that have yet to be claimed through more aggressive means by those refusing to give them willingly.

Being A Member

  Well, you've come to join one of the most important groups within the empire, the ones that ensure it does not fall into chaos, not with the sword or stage, but from a desk with a quill. That doesn't mean we won't get our hands dirty should the need arise, as not everyone wants to help maintain the empire's stability. Ours is a thankless duty that few value, but we must do so for no one else will, while others take the glory in other fields that take the stage. Yet we have power over all of them, for we know where everything goes and where it is needed the most, which keeps those in power from dealing with the consequences of lacking bureaucratic stability. Now we need to organize all the paperwork and determine where it is going, so that we don't have to get involved personally, which involves additional paperwork to sign.  

What People Think of You

  All across the empire, everyone has heard of the Admistratum from the higher ups to the average citizenry know that they enforce the bureaucratic stability of the empire. Those that truly know the importance of their work is need to maintain the empire from within, they are mainly seen as nothing more than clerks behind desks. That does mean that people do not know of their dark side when its involves missing transactions from their records they seek to complete. While much of the highest offices of the empire are able to avoid any serve confrontations, those of lower standings are often confronted by them with those refusing to comply often face severe repercations until they give them what is owed to them. Making them the silent enforcers that ensure that the empire functions as much as possible while staving off its spreading corruption.

Regional Offices: Offices of the Administratum can be found all across the empire to aid in managing the finances of their territories more efficiently.   Agents: To ensure that payments and resources are appropriately delivered to them, agents will often be sent out to enforce them by any means with the backing of the imperial throne.   Records: Across the vast archives of the Admistratum lies a well-documented system of record keeping that aids in economic, judicial, and infrastructure policy within the empire.

History

Reorganizing An Empire

  As the centuries passed and the Vatian Empire's borders continually expanded through its series of conquests, so did the burden of maintaining these new lands, including law and stability. In the early days of the empire, much of its bureaucracy was retained by the Imperial Houses and regional governors, who restructured its conquered lands under imperial law. This system worked well for several centuries, with the empire's infrastructure being well-maintained, and order was strictly maintained with a heavy hand. That would change, however, with the empire expanding more and more, increasing the amount of resources needed to sustain itself and the bureaucratic oversight over its territory, as control of entire territories began to prove dangerous, with some being treasonous in previous incidents. To combat the growing problem, Emperor Agrippa the Wise, in his infinite wisdom, laid the groundwork to create a new branch of the empire to manage the ever-increasing tribulations of the expanding civic duties within the empire's borders, known as the Imperial Administratum.   The Administratum would be filled with many of the Empire's finest clerks, engineers, and censors, who would spread to the four corners of the Empire and implement new policies and organizational changes to enhance the Empire's overall functioning. This brought about a stronger centralized power to be held by the Emperor and the Imperial Senate to protect it from scheming officials that would attempt to take power for themselves, in addition to keeping a closer eye on local affairs to ensure that resources are delivered on time by any means. This has made the Administratum one of the most critical branches of the empire's government, as its members tirelessly work to ensure that it continues to function across its lands without issues of mismanagement and infrastructure decay. It has overall brought stability to the empire for centuries, continually evolving as the empire expanded and underwent technological advancements. All the while, becoming a hidden power within it has it handle every aspect of its affairs, which would cause problems later on when various growing issues and crises arise.  

Overwhelming Bureaucracy

  While the Administratum is considered a highly sophisticated power that still aids in the empire's daily operations, it has since fallen into degradation due to a lack of reforms and the increasing size of its workload from various departments trying to keep up with imperial demands. It has only brought about issues regarding the maintenance of the daily government, as clerks attempt to quell the ever-rising corruption that has been spreading within the walls of their institution. There have been many cases where payments have gone missing, or exhausted workers sending their paperwork to the wrong place. Foreign to the once-efficient bureaucracy, which took more serious methods to keep everything under control. Now they have taken a more forward approach to getting results through aggressive tactics against those who fail to make payments on time or refuse to do so, which involves brutality and intimidation to see them get it done. This has even been implemented within the Administratum, ensuring that no one is taking actions that would negatively impact their quotas through the transactions of resources across the empire.   Whenever something goes wrong within the inner workings of the imperial system, agents of the Administratum are often present to resolve it, assisted by imperial forces assigned to support them in completing the task. There have been many well-known incidents involving financial transactions that required personal correction, such as the Hundred-Day Standoff of Drenvil and the Alshen Incident, which have made many fear the arrival of its agents and ensure that their payments are made on time. Yet it has yet to solve the problems that they face, which have been exacerbated by the bloated mess of their outdated system that they desperately try to maintain. There have been many pleas to the government for aid in this matter, but as corruption in the empire has been running rampant for decades, with few bothering to address it. Leaving them to deal with the problem themselves as best they can, all the while watching all of it coming down around them in a sea of decay that could be the end of the empire should their order fall into ruin.

  The Administratum is a vast and sophisticated machine that has long managed to deal with the massive bulwark that is the Vatian Empire for centuries through a strong system of management. This has been achieved through various offices located across the empire, which handle such matters with a multi-faceted full-time staff of knowledgeable individuals. Allowing them to target key areas that require extensive paperwork, which must be kept up to date, ensures that everything is where it needs to be.

  While it may seem that the Administratum is nothing more than an administrative group that solely deals with the paperwork and cesuses, that is far from the truth, as they have been given power to do more than just that. Whenever something is out of place or payments are not made, they will take the necessary steps to restore everything to its proper order, ensuring the empire continues to function smoothly. There have been numerous tales of Administratum agents committing various acts of aggression and brutality to obtain what is owed to them.
