Qutra Muhafazah
A subdivision of the Malikate of Saba, the Qutra Muhafazah is headquartered on Qutra, and also adminsters several nearby islands. It is particularly zealous in its support of the Malika and in searching out any dissent. The roles of power in the Muhafazah are almost entirely in the hands of the Taniyn, and the human Suhqatri are heavily discriminated against.
