Level 1
Per flamman et favillam, fides ignis regit
Level 1 is the uppermost and least hostile level of the Hells. It features a volcanic landscape dominated by rivers of lava, basalt plains, obsidian formations, and sulfuric steam vents. The climate is dry and hot, with a skyless overhead void illuminated by dim ambient red-orange glow from the terrain. Air quality is poor but breathable. Despite the extreme geography, the level is relatively stable and experiences minimal seismic activity.
Settlements on Level 1 are sparse and mostly small in scale, typically consisting of trade outposts, demon watchtowers, and temporary camps. Permanent habitation is limited due to the lack of arable land and potable water. Infrastructure is minimal, and most travel is done by foot. A few demons maintain lava-forging facilities here, taking advantage of the natural heat for metalwork.
The Infernal Bureaucracy, the administrative hub of the Hells, is located adjacent to Level 1 and physically connected via a wide staircase. This proximity makes Level 1 a common arrival point for new souls. While not a true hub of activity, its accessibility and low threat level make it a frequent site for inter-level negotiations, low-risk trade, and passage processing.
Native inhabitants include lesser demons, bureaucratic personnel, and recently-arrived souls awaiting placement. Due to its manageable conditions and limited population, Level 1 is often perceived as a transitional zone rather than a final destination.
