King

In the feudal polity of the Kingdom of Akerlan the king (or, when the Crown passes through the female line, the queen regnant) is the sovereign head of state, supreme military commander and fount of law. The monarch personally holds the Royal Duchy of Preby—making the Crown simultaneously Duke, Count and Baron over that territory—and receives direct homage from the eight peer dukes who govern the remaining duchies.

Duties

Governance: Promulgates royal edicts that take precedence over all ducal or county statutes. Convenes and presides over the Council of the Crown (commonly called “the King’s Council”) comprising: the chancellor, the marshal, the treasurer, three dukes chosen for loyalty or expertise and the reigning consort (queen or king-consort). Grants charters of incorporation to cities, guilds and universities; may revoke the same for treason or gross malfeasance. Appoints all royal officers—provincial governors, admirals, justiciars and ambassadors.

Judicial Authority: Serves as court of last appeal; judgments rendered in the High Bench of the Throne Room are final and unchallengeable. Exercises the prerogative of mercy: full pardon, commutation or restoration of forfeited lands. Holds exclusive power to try peers for treason, either personally or through a panel of fellow dukes.

Military Command: Issues the Royal Ban, summoning every Duke, Margrave and Baron to muster their levies. Directs grand strategy, appoints field marshals and determines wartime taxation.
Maintains the Royal Host: 2 000 household troops (including artillery corps and palace archers), 200 chevaliers and 400 Knights of the Silver Order, the royal fleet on Lake Coin and The Southern Sea.
Diplomacy: Represents Akerlan in the Council of Lords—the inter-kingdom congress of DemTera. Negotiates treaties of alliance, trade and mutual defence; ratification requires only the royal seal. Oversees the exchange of noble hostages and royal wards to guarantee oaths.

Benefits

Crown Revenues: Full income from the royal demesne, 15 % of all duchy taxes, customs on gold and silver, and extraordinary levies in wartime.
Right of Coinage: Sole authority to mint gold royals and high-silver crowns; lesser coinage may only be struck under royal licence.
Ennoblement: May create, elevate or revoke any noble title below the Crown; marriages of dukes require royal consent.
Grand Pardon: Absolute authority to grant life-saving pardons, restore confiscated estates or legitimise offspring.
Safe Conduct: Enjoys sacrosanctum: a formal ban on any act of violence against the person of the monarch; violators are condemned as oath-breakers.
Hospitality Dues: Entitled to quarters, supplies and personal service when travelling through any noble’s lands—customarily three days without charge.
Coronation Gifts: Receives tribute from each duchy (traditionally one wagon of silver ore, a master-worked weapon and a trained destrier).
