Manufacturing process
As to not allow the tears to sit on the skin and cause diluted effects in those bottling it, heavy layers of clothes are worn through the packaging process. As such, the tears are often packaged in cold environments. They are frozen and placed in secure lockets.
History
The goddess of sadness, Ceridwen, has always cried, the essence of sadness in her ever-flowing tears that which the world has dreaded. Joy, passion, and romance hid her from the view of Time's mortals in order to preserve their happiness. As her tears became heavier, their sadness became more concentrated. Curious of the properties of tears that never stopped flowing, she called a mortal scientist to visit her and examine her tears, finding their consumption to drag the mind into the deepest pits of depression. With the tears the scientist collected, a poison was created. It did not directly kill, but it instead led to such mental agony that it may as well have been deadly. Eventually, it began to be used as an execution method. Glad a use was found for the tears, Ceridwen allowed the production of this poison to continue, given it was only used in execution by the choice of the executed.
Significance
While rather significant in Time, The Godship hardly finds a use for these tears outside of Ceridwen's iconography. Other lands and planets have no knowledge of these tears which is, by all accounts a saving grace. What's even better, only the dragonblood gods of Time truly know about the effects of Ceridwen's tears. It's arguable that Anwen knowing about these tears is a rather disastrous thing, given the goddess of joy's ill intent in many areas, but we truly must be grateful The Cosmos doesn't know about these, or else Kyra'ora's ability to control time in the Cosmos may be crumbled enough to destroy the Cosmos in its entirety.
