As the war with Germany began to draw nearer and nearer to a close, a confrence was called to to decide the post war relationship between the allied powers. France and Italy looked to create a commonwealth of nations where each nation gets votes weighted but not equivelant to population as a way of including the British Empire intergrated colonies such as Australia and Canada. They also looked to create a council of vetos who comprises of France, Italy, the United Kingdom and 3 elected members voted by the wider commonwealth nations. The British while first opposed to the system with the inclusion of the veto council allowing them additional weight to shut down bills they did not want they reluctantly agreed.
