The Gallows Galleons

An organized group of undead Pirates who's favorite tactic is to raise their ships and sails from the sea in rocky shallow waters, surrounding you with sheer numbers to steal whatever you are transporting, with those who do not submit being the next to join their ranks.

Structure

The Pirate King - The King of all the Gallows, Feared among the realm for his peerless greed and ruthless tactics.   ????   Ship Organization   Captain - The captain was elected by all the men in the crew and could be replaced by a majority vote by the same. Cowardly or brutal captains were quickly voted out of their position. Captains were expected to be skilled and dependable seamen. They were also expected to be bold and decisive leaders since they made the most important decisions including how to engage a target, how to pursue prey, how to escape the authorities and how to deal with an attack. In the latter situations, there was no time for taking a vote and settling conflicting opinions.   Quartermaster - The quartermaster had the same authority as a captain (except during battle). The crew elected him to represent their interests. He commanded the crew during absence of the captain. His other jobs included keeping order, settling conflicts between crew members and determining the amount of food and drink distributed to each crew member.  
Admiralty Board: Power Structure: Democratic. The court makes decisions by majority rule, either directly or through a leader who requires it.   Criminal court Main line of crime: Piracy, Banditry in the surrounding area
